Serena Kirk
Principal Consultant

For nearly ten years, Serena Kirk has worked in State Legislative policy in Sacramento, advocating on a multitude of issues, primarily state budget, health policy and issues effecting California children and families. Currently in Los Angeles, she is Principal Consultant for IDEATE California, providing consultation, strategic direction, relationship building and coordination of events for various IDEATE clients.

Previously, Ms. Kirk was Senior Policy Advocate for the Children’s Defense Fund-California, providing policy analysis and advocacy in the State Capitol, influencing Legislative and Administrative offices on policy decisions pertaining to children and youth. Additionally, she played a key leadership role in the facilitation and coordination of the 100% Campaign and California Children’s Coverage Coalition (consisting of six statewide organizations), specifically leading joint advocacy in Sacramento.

Prior to the Children’s Defense Fund-California, Ms. Kirk spent years representing California’s non-profit Community Clinics and Health Centers, furthering the mission of health coverage and access to services for all Californian’s and advocating for the passage of meaningful health reforms on the state and federal levels.

Ms. Kirk has experience also in political campaigns, having served on the Executive Committee running a local office in a key presidential campaign, responsible specifically for community grassroots events and fundraisers.

Ms. Kirk received her Bachelor of Arts in Communications, as well as spent time studying International Communications and International Politics in Tianjin, China and Oxford, England.
